AGUA: El tesoro más valioso de la humanidad.

Con este estribillo interrumpieron en varias oportunidades los asistentes a la 2ª Cumbre mundial de Páramos 2023, desarrollada en octubre en la ciudad de Bucaramanga, a los conferencistas de las entidades gubernamentales que hicieron ponencias en el evento.

No fue por casualidad que me llegó la invitación al evento con el rimbombante nombre 2ª Cumbre mundial de páramos 2023. Desde que la recibí y leí la programación, decidí asistir. Y efectivamente el evento fue un gran encuentro académico-social con la participación de varios investigadores de países europeos y latinoamericanos. Se escucharon temas desde microfauna hasta el impacto social de las actividades extractivas y agropecuarias en los páramos como fuentes generadoras de agua, pasando por lo cultural, económico, paisajístico, filosófico y espiritual.

El auditorio principal, el Aula máxima de Ciencias UIS, Universidad Industrial de Santander estuvo completo. Y el auditorio paralelo Aula Máxima de Ingeniería Mecánica UIS, igual. Todo estuvo dispuesto para los tres días de exposiciones, reflexiones, páneles, debates e intercambios informales. Los dos días finales fueron en CENFER, Centro de Ferias y Exposiciones, excelente su organización. Felicitaciones a la alcaldía de Bucaramanga.

El agua como recurso natural no renovable, está protegida en la constitución y la ley de todos los países del mundo. “Las zonas de páramo, subpáramos, nacimientos de agua y zonas de recarga de acuíferos serán objeto de protección especial”, ley 99 de 1993, artículo 1º, numeral 4. Y a continuación el numeral 5, el más interesante reza: “En la utilización de los recursos hídricos, el consumo humano tendrá prioridad sobre cualquier otro uso.” Sin duda, este último postulado es el fundamento de este y muchos otros encuentros en defensa del agua. Los páramos como nichos naturales de nacimientos de agua, se ven amenazados por la actividad del hombre. Igualmente, la ley precisa que “La biodiversidad del país, por ser patrimonio nacional y de interés de la humanidad deberá ser protegida prioritariamente y aprovechada de forma sostenible”. La sostenibilidad, es un tema “reciente”, estuvo olvidado o por lo menos en segundo plano, por siglos en la humanidad entera. Nada importó lo que pasara. Se abrieron carreteras, vías ferroviarias, canales fluviales por siempre; se deforestaron bosques, se abrieron industrias para explotar los recursos naturales e impulsar el desarrollo; se destruyeron ecosistemas completos o se desequilibraron de manera casi irreparable, -y lo más grave se sigue haciendo- todo a cuenta del progreso y la civilización, el avance de la ciencia y la producción de elementos y bienes materiales, todo se ha hecho a costa de daños irreparables en la naturaleza, y de manera paradójica, sin duda, han mejorado las condiciones de vida de buena parte de la humanidad.

Algunos datos sobre el agua para recordar muestran su vital importancia, importancia que puede resumirse en la frase “Sin agua la vida no es posible”, dependemos del agua para sobrevivir.  Los viajes espaciales hacia otros planetas intentan comprobar la existencia de vida, y lo primero que buscan es agua, si hay indicios de agua, hay indicios de vida, al menos tal como la hemos concebido siempre en la tierra.

El agua constituye entre el 70 y 80% % de los seres vivos, participa en todos los procesos celulares, es el medio de difusión más eficiente de las sustancias químicas . -nutrientes y elementos de desecho- necesarias para el mantenimiento de la vida.

La cantidad de este tesoro líquido llamado agua, puede parecer mayor de lo que creemos en nuestro Planeta. Pero en realidad, solo el 0,007% del agua disponible en el planeta es apta para el Consumo Humano. El Planeta Tierra dispone de 1.4 billones de km³ de agua, de los cuales el 97,5% es agua salada -no apta para consumo humano-  y el 2,5% agua dulce. De ese porcentaje de agua dulce, el 69,7% se encuentra en los glaciares, el 30% en acuíferos y solo el 0,3% es accesible a través de ríos y arroyos. Comprendemos ahora, el porque es tema de preocupación su cuidado y uso razonable.

Tal es la importancia del agua para la viabilidad de la vida en el planeta, que Naciones Unidas, en la Agenda 2030, dedicó dentro de los 17 ODS -Objetivos de Desarrollo Sostenible-, uno a este recurso ODS 6; “Agua limpia y saneamiento”. Repasar el cumplimiento de las metas de los ODS nos contextualiza con la realidad del problema del agua potable. Son realmente alarmantes las estadísticas mundiales del agua. Ocurre que la mayoría de habitantes citadinos no tiene mayores problemas con agua potable, no obstante, algunas zonas suburbanas de grandes y pequeñas ciudades ya padecen de la escasez de agua potable. En el país algunas regiones como en la Guajira y Chocó, tiene gravísimos  problemas con implicaciones fuertes para la salud y la vida de sus habitantes. (Datos alarmantes: 2000 millones de personas en el mundo carecen de acceso a servicios de agua potable; 3600 millones de personas carecen de servicios de saneamiento básico; el 44% de las aguas residuales de los hogares llegan a los ríos y mares sin ningún tratamiento; 107 países de los 193 firmantes de la Agenda 2030, no están gestionando de manera adecuada sus recursos hídricos -existen miles y miles de ríos, lagos acuíferos transfronterizos- y la lista de señales alarmantes parece interminable… )

Una gran tarea por hacer convoca a todos los habitantes del planeta, se debe tomar conciencia del uso adecuado y racional de este tesoro líquido, el agua. Estar conectados a acueductos o sistemas de distribución de agua, hace pensar que su flujo esta ahí, que nos hay riesgos de quedarnos sin agua indefinidamente. Alguna vez un amigo trató de convencer a su madre de cambiar los detergentes y jabones que usaban en el lavado de ropas, con el fin de no contaminar excesivamente el río que pasa justo, a escasos metros de su casa. La respuesta fue bien curiosa y espontánea: “Desde que me conozco el río ha estado ahí y seguirá estando por sécula seculorum…” Si se le pregunta a un niño ¿De dónde viene el agua? Su respuesta es sencilla: “Del tubo, del río, del cielo…” En la escuela debe enseñarse a los niños de manera urgente y prioritaria sobre El uso y cuidado del agua. En la celebración del Dia del Agua, 22 de marzo, debe irse más allá de las carteleras, charlas magistrales, exposiciones y talleres sobre el agua; deben hacerse conversatorios participativos que involucre a padres de familia y comunidad en general donde se reflexione y se firmen compromisos sencillos, como ”Cierre la llave”, “No juegue con el agua”, “Báñate rápido”; y además debe celebrarse todos los días con tips cortos y precisos sobre el agua, como recurso no renovable en vía de extinción.

Cierto es que existen aguas subterráneas, pero la verdadera fábrica de agua está en los páramos. Y es justamente la defensa del Páramo de Santurbán, la razón de la convocatoria del reciente Encuentro Mundial.

Según el experto en páramos, el filósofo Pedro Reyes, “los páramos son un activo global, patrimonio nacional y de la humanidad, además son unas verdaderas rarezas del desarrollo ecológico de la tierra ubicados en el trópico sobre las cumbres de la Cordillera de los Andes”.

Colombia cuenta con el 52% de los páramos del mundo, lo que le permite abastecer de agua a 16 ciudades capitales, suministrando el agua a 17 millones de habitantes. El Páramo de Santurbán le brinda agua a más de 2 millones de personas en los Santanderes. “Y no se puede olvidar que los páramos, en materia energética, proveen el agua que beneficia 73 hidroeléctricas, que suministran el 53% del potencial hidroeléctrico de la nación”, Pedro Reyes, filósofo, Ponente.

Finalmente hay que destacar que además del espectacular, pintoresco, facinante y ensoñador paisaje e importancia cultural de los páramos, tienen riqueza biodiversa con más de cuatro mil especies de plantas, 90 especies de anfibios, 70 especies de mamíferos y 154 especies de aves.
