El miércoles se cumplieron dos años de la victoria en las urnas del ingeniero Jairo Yáñez, el candidato menos opcionado para llegar a la Alcaldía de Cúcuta, pero el que con un megáfono y un discurso sencillo que caló en las redes sociales, logró convencer a más de 110 mil cucuteños para que votaran por él.
No han sido dos años fáciles. Las maquinarias políticas que Yáñez derrotó no han descansado un solo día en su empeño por estropearlo todo. Por vengarse. Por hacerlo quedar mal.
Primero, se adueñaron de los entes de control. Con la venia del Concejo, Ramiro Suárez logró acomodar a dos de sus alfiles en los órganos de control. La Contraloría quedó en manos de su empleada desde hace más de 20 años, Martha María Reyes, y la Personería en manos de Karol Yessid Blanco, hijo de Telésforo, exsecretario de Hacienda en la Alcaldía de César Rojas y escudero de Suárez de toda la vida.
Desde allí, el ramirismo ha torpedeado todo lo que ha podido, suspendiendo secretarios y hasta imponiéndoles multas millonarias a Yáñez. Ahora que se acerca el fin del mandato de Martha María Reyes, el condenado exalcalde se está moviendo para que esta entidad siga en sus manos y para ello ya ‘aceitó’ a los concejales que le son fieles para que elijan a otro de sus empleados: Mario Figueroa, el exconcejal que solo duró unos meses en su curul y que ahora pretende ser el que supervise las actuaciones de la Alcaldía. ¡Hágame el favor! Un concejal que perdió su elección por haber pretendido violar la ley, ahora será garante de que las leyes se cumplan en una administración contra la que ha manifestado abiertamente estar en contra. Cosas que solo pasan en Cúcuta.
Sobre el por qué algunos concejales se prestan para seguir perpetuando el poder de Ramiro Suárez en la ciudad, hablaremos más adelante, en otra columna. Por ahora, basta con decir que Nelson Ovalles es el artífice de todas estas jugadas y pasa sin sonrojarse por los puestos de sus demás compañeros para que le secunden las intenciones de su patrón. Cosas que solo pasan en Cúcuta.
Pero sigamos con Jairo. Decía que se cumplieron dos años de su triunfo y en un corte de cuentas, podríamos resumir su gestión en tres grandes logros: depuró las secretarías del clientelismo y el desangre burocrático al que las tenían sometidas las anteriores administraciones; saneó las finanzas del municipio y hasta logró un superávit para la actual vigencia; finalmente, le devolvió a la ciudad, al inicio de su mandato, la esperanza de que una nueva forma de hacer política era posible. Y sobre esto último es que quiero detenerme.
Nadie en Cúcuta puede negar que el triunfo de Jairo Yáñez significó lo que en los reinados de belleza suele llamarse como un ‘palo’.
Un ‘outsider’ que logró derrotar a los caciques políticos y sus maquinarias, ya tiene ganado un puesto en la historia. Sin embargo, el gran reto de Jairo Yáñez, y con el que aún está en mora, radica en no dejar morir ese sentimiento de renovación que ganó su triunfo. Y es allí donde puede estar fallando su mandato. Me explico. A Jairo, aún son miles los cucuteños que le creen, que confían en él y que le manifiestan su apoyo. Pero no así a su gabinete. Al alcalde, lastimosamente, algunos de sus secretarios no le acompañan en su valioso esfuerzo por hacer de Cúcuta una mejor ciudad. Y no porque no quieran hacerlo. Sino porque sencillamente no saben cómo hacerlo. Cuando se estaba conformando el actual gabinete, los encargados de esta tarea buscaron lejos de Cúcuta perfiles que no estuviera contaminados por las maquinarias que desde hace más de 20 años se han apoderado de todo en la ciudad. Y lo lograron. Sin embargo, sobre la marcha, la experiencia lo que ha dejado al descubierto es que no basta con tener una gran hoja de vida si no se tiene el tacto (y el gusto) político que hace falta para sacar adelante su plan de desarrollo. En ese sentido, son varios los secretarios que se han quedado rezagados y no han logrado andar al ritmo que la ciudad impone y que Jairo ha marcado con su incansable ritmo de trabajo. Secretarios a los que les cuesta ejecutar su presupuesto, no hallan cómo hacerlo o no quieren hacerlo, están dejando mal parado a Jairo Yáñez en varios frentes en los que la ciudadanía no perdona. La seguridad, la educación y la infraestructura, parecen haberse estancado y no avanzar a buen ritmo. Su lentitud o muy flojos resultados, están pasándole una cuenta de cobro muy grande al alcalde que, inexplicablemente, se aferra a dichos nombramientos, en vez de oxigenar su gabinete y recuperar el dinamismo que su Plan de Desarrollo requiere.
A Jairo Yáñez no se lo puede seguir ‘comiendo’ la inexperiencia ni la tardanza de algunos de sus funcionarios para lograr lo que se trazó como horizonte de trabajo. Seguimos confiando en el alcalde, deseamos que le vaya muy bien y soñamos con que su victoria de verdad haya marcado una nueva forma de vivir la política en la ciudad. Esperamos que no nos defraude.
