La semana pasada, en el marco de la celebración del Bicentenario de la Constitución de 1821, el presidente Iván Duque puso en marcha el Comando Específico de Norte de Santander, bajo el mando del Brigadier General Fabio Caro Cancelado, y que estará integrado por 14 mil soldados.
Un día después, en Tibú, un menor de 12 años y un joven de apenas 18, fueron retenidos por la comunidad acusados de haber robado en un establecimiento comercial, grabados con celulares para ser expuestos por redes sociales y asesinados en un paraje solitario de este municipio del Catatumbo. Junto a los dos cuerpos sin vida, sus asesinos dejaron un letrero que decía ‘Ladrones’.
En varios de los videos que circularon por redes, se escucha decir al sujeto que lideró la retención del menor y del joven, que estaban a la espera de que llegara la Policía para entregárselos. Pero la Policía nunca llegó. Los que sí llegaron fueron los dos sujetos encapuchados y armados que, sin que nadie se les opusiera, se los llevaron para el sitio donde los ajusticiaron porque quisieron, porque nadie se los impidió y porque a la Policía, que pudo haberles salvado las vidas, no se le dio la gana de aparecer.
Lo sucedido en Tibú pone en evidencia una realidad que se vive en todos los municipios del Catatumbo: la fuerza pública existe en las cuentas del Gobierno, pero en el terreno, su presencia pasa más bien inadvertida o, en el peor de los casos, no sirve para nada y daría igual que no estuviera.
En El Tarra, Tibú, La Gabarra, Las Mercedes, San Calixto, Convención, Teorama, Hacarí y otros municipios más, los policías viven presos en las estaciones y rara vez, por no decir nunca, salen de ellas a patrullar. Encerrados, viendo los días pasar, sin hablar con nadie, a la espera de un hostigamiento, viven los policías que se ven obligados a salvaguardar sus vidas del peor enemigo que tienen en el Catatumbo: los francotiradores. Por eso, cuando la comunidad, como en el caso de Tibú, les llama para que hagan presencia, los uniformados hacen caso omiso temerosos de que sea una trampa para atentar contra sus vidas o porque creen que, de salir, un francotirador los podría matar. Así las cosas, ¿de qué sirve la presencia de la Policía en estos lugares? ¿Cuál es su misionalidad en estas zonas? ¿Qué tipo de órdenes reciben los oficiales al mando en estos municipios?
Y ni qué decir del Ejército. En el Catatumbo, además del recién creado Comando Específico de Norte de Santander, también existe la Fuerza de Tarea Vulcano (Fuvul), cuyo comandante es un general que tiene como base Tibú, un municipio en el que hacen presencia el Eln, las disidencias de las Farc, Los Pelusos y el Clan del Golfo. Además, representantes de carteles mexicanos y narcotraficantes llegados de todo el país tras el negocio de la coca. ¿De qué ha servido la Fuvul para evitar que estos grupos se apoderen del municipio? En los últimos tres meses, de hecho, han sido varios los hostigamientos contra la Estación de Policía de este lugar. Hostigamientos que han quedado registrados en videos que rápidamente se viralizan por redes y en los que por ningún lado se aprecia que la Policía o el Ejército haga algo por dar con el paradero de los responsables de estos hechos.
Después de tantos años de una estrategia que no ha dado los resultados esperados en esta región de Norte de Santander, ¿por qué no intentar otra forma de lograr la estabilización de este territorio, por ejemplo, promoviendo diálogos locales con los grupos armados ilegales que allí delinquen? ¿Por qué no apostarle, de verdad y sin tantas talanqueras, a los procesos de sustitución voluntaria de los cultivos de uso ilícito que crecen sin control año tras año? ¿Por qué no entender de una vez por todas que lo que reclaman estas comunidades es una presencia del Estado que no se supedite única y exclusivamente al componente militar? Después de tantos años apostándole a una estrategia fracasada, va siendo hora de que el Gobierno por fin entienda que en el Catatumbo lo que menos hace falta son soldados y lo que más se reclama es inversión social, construcción de vías, educación y fuentes de ingresos distintos a los derivados de la coca. Hasta entonces, este territorio seguirá sumido en la espiral de violencia que esta semana se cobró la vida de un niño de 12 años. ¿No nos duele esa muerte? Revisémonos.
