A Juan Carlos Cáceres Bayona solo lo conocía un grupo muy reducido de personas en Cúcuta, hasta que su nombre quedó manchado por el escándalo de las famosas clases de inglés que iba a impartir en La Guajira, a través de una de sus múltiples empresas, por la nada despreciable suma de 11.400 millones de pesos. Ese fue el primer campanazo. Sin embargo, y lastimosamente, no sería el único.
Inmediatamente después se destapó este escándalo, le estalló otro en Norte de Santander, donde se descubrió que Cáceres Bayona, aliado con William Villamizar Laguado, entonces gobernador, había montado una empresa (con capital público a través de Ifinorte), llamada Niu Telco, para, además de dar clases de inglés (como en La Guajira), capacitar a los campesinos del departamento en unos temas que nada tenían que ver ni con inglés ni con tecnología, que se suponían eran sus fuertes.
Por aquellos días, a Villamizar Laguado le tocó salir a explicar qué era Niu Telco y por qué la Asamblea le había autorizado que la constituyera con un 51% de participación a través de Ifinorte, y un 41% de capital privado, aportado por Cáceres Bayona. Si bien las explicaciones nunca convencieron a nadie, Villamizar corrió con la suerte de que todo se dio cuando iba de salida y, una vez dejó la Gobernación, nadie le volvió a tocar el tema. Hasta ahora.
Y digo que hasta ahora, porque otra vez Cáceres Bayona está en el ojo del huracán por ser uno de los responsables de la pérdida de más de 70 mil millones de pesos del cuestionado contrato firmado con la unión temporal Centros Poblados para llevar internet a las escuelas y colegios más apartados del país. Este contrato, que le costó el puesto a Karen Abudinen, ministra de las TIC, tiene como uno de sus principales responsables a Cáceres Bayona, que una vez se vio acorralado por la justicia, cuando se descubrió que la plata del adelanto se había usado para comprar apartamentos, camionetas y hasta para hacerle préstamos a sus amigos, decidió colaborar y hoy está contando todo lo que sabe al órgano investigador.
En una de las conversaciones que hoy está en poder de la Fiscalía, Cáceres Bayona le comenta a otro de los responsables de la pérdida del dinero, que va “para Cúcuta a buscar un recurso porque ayer estábamos haciendo cuentas del tema de ejecución para poder avanzar, pero imagínese que el personal está muy inquieto y molesto por el no pago y se dieron cuenta de que no se han pagado los parafiscales. Algunos han amenazado que van a escribir al MinTIC y eso hace que se caiga toda la estrategia que tenemos”.
Lo que hoy muchos nos preguntamos es, ¿a qué venía Cáceres Bayona a Cúcuta? ¿Con quién se iba a reunir en la ciudad? ¿Venía acaso a buscar plata para cumplir con los pagos que menciona en el chat con otro de los enredados en el contrato? Si venía a buscar plata, como se intuye, ¿quién se la iba a dar y de dónde iba a salir la misma?
Desde esta tribuna hacemos votos porque la justicia pueda llegar hasta el fondo de este escándalo que dejó sin internet a miles de niños en lo más profundo de Colombia y que puso en evidencia que Cúcuta, y alguno de sus más ilustres políticos, podrían terminar enredados en el que muchos catalogan como el peor escándalo del gobierno del presidente Iván Duque. ¿Será el fin de la carrera política de algunos intocables de la región?
