Pasada la efervescencia por la celebración del Bicentenario de la Constitución de 1821, que sentó las bases de lo que hoy somos como nación, vale la pena preguntarnos qué nos quedó como región después de haber sido el epicentro de todos los eventos que con ocasión de esta importante fecha adelantó el Gobierno nacional.
Cúcuta y Villa del Rosario vivieron esta semana intensas jornadas que fueron acompañadas por el presidente de la República, varios de sus ministros, congresistas, magistrados e invitados especiales, que pusieron a estos dos municipios en las primeras páginas de varios medios nacionales. Tanto el municipio histórico, como la capital del departamento, experimentaron un dispositivo de seguridad sin precedentes, algunas restricciones en su movilidad y un embellecimiento de sus calles y avenidas, para mostrarles a los visitantes que estamos a la altura de eventos como este. Los hoteles tuvieron una ocupación por encima del 70% y algunas empresas dedicadas al transporte, la logística y la venta de comida, tuvieron una semana muy positiva en sus negocios.
El evento principal, llevado a cabo en el Templo Histórico de Villa del Rosario, se transmitió en directo para todo el país y contó con varios shows que fueron muy bien recibidos y comentados por los asistentes.
Sin embargo, ahora que la vida en Cúcuta y Villa del Rosario vuelve a su normalidad, los policías y militares que se desplegaron por todas las calles y avenidas se van para otros lugares y el presidente quizás no regrese más este año por estos lados, vale la pena preguntarnos: ¿qué nos quedó de todo esto?
La respuesta más obvia sería: un Parque Grancolombiano renovado y el Centro de Convenciones Virgilio Barco con sus obras iniciadas. Pero la verdad es que ni lo uno ni lo otro. Por redes sociales circularon muchas fotos que pusieron en evidencia cómo el Templo Histórico y sus alrededores no fueron acondicionados lo suficiente para la celebración que albergó y cómo el tan anhelado Parque Grancolombiano cada día parece más una utopía. Y ni qué decir del Centro de Convenciones, un proyecto que llevan cacareando los políticos de la región desde hace más de 10 años y del que aún no se ha puesto la primera piedra.
Asistentes a los eventos en los que el presidente Iván Duque habló, coincidieron en afirmar que el mandatario dijo varias cosas que no son ciertas a la hora de hablar sobre lo que su gobierno ha hecho por esta región. Duque dijo que su gobierno es el que más recursos ha invertido en Norte de Santander. Pero, ¿en qué los ha invertido? ¿Dónde están esas obras? ¿Qué puede este Gobierno señalar como un gran logro suyo para el departamento? Porque lo que sí ha hecho el presidente Duque, y nadie le puede negar, es enviar tropa para el Catatumbo. De hecho, uno de los eventos de la celebración del Bicentenario fue la presentación del Comando Específico Norte de Santander, que contará con 14 mil hombres y estará bajo el mando del Brigadier General Fabio Caro Cancelado. Pero, ¿y lo demás? Inversiones en salud, educación, infraestructura, generación de empleo, conectividad, han brillado por su ausencia estos cuatro años.
Las personas suelen ser especialmente duras con los alcaldes y gobernadores porque no ven que las obras despeguen. Pero olvidan que, al menos en el caso de Cúcuta, más del 85% de su presupuesto depende de lo que el Gobierno nacional le gira y que los recursos propios que puede generar no alcanzan para mayor cosa cuando hay tantas necesidades.
Y es allí donde los reclamos deberían encausarse, primero, hacia los congresistas de la región, que poco o nada han hecho por lograr traer proyectos de inversión para el departamento. La bancada de Norte de Santander ha brillado por su ausencia y los ciudadanos sí que deberíamos pedirles cuentas de lo que ha sido su trabajo estos cuatros años en el Congreso. Pero también, y esto es muy importante, deberíamos exigirle al Gobierno que su presencia en nuestra región no se reduzca únicamente a un incremento del pie de fuerza militar, que, si bien es necesario, no es lo único que nos hace falta.
Por eso, pasadas las celebraciones del Bicentenario, nuestra realidad seguirá siendo la misma, y una oportunidad como esa, que debimos haber capitalizado de otra forma, quedará reducida a un par de fotos y las portadas de algunos medios nacionales. Nada más.
