Infortunadamente en la ciudad la discusión alrededor del nuevo director del Instituto Municipal de Recreación y Deporte (IMRD) se ha centrado en sus apellidos y no en los retos que asume el abogado Óscar Montes al mando de un instituto descentralizado con mucho poder, recursos significativos e impacto directo en todos los sectores. Desde hace más de dos décadas, cuando fue creada, esta entidad ha sido vista como la caja menor de la administración de turno, estigma que se debe erradicar para darle al deporte y la recreación el lugar que realmente merece en una sociedad que carece de espacios saludables para el aprovechamiento del tiempo libre.
La gestión del IMRD no se puede medir por su actuación frente a los frecuentes incumplimientos del Cúcuta Deportivo, como muchos pretenden. Este tema, grueso y espinoso, debe ser liderado directamente por el alcalde como primera autoridad del municipio. El director del IMRD, si bien es autónomo por estatutos y marco legal, sabe que juega un papel secundario en este partido, donde la última palabra la tiene el ingeniero Jairo Yáñez.
En lo que sí tendrá que ponerse serio el IMRD será en la administración de los escenarios deportivos y recreativos. Desde el estadio General Santander, hasta el parque más pequeño, merecen atención e intervención de esta entidad, que, de la mano de la Secretaría de Infraestructura y las Juntas de Acción Comunal, deberán recuperar estos espacios rápidamente. Ir al parque debe dejar de producir susto, al contrario, hay que convertirlos en epicentros de actividades que promuevan sano esparcimiento y hábitos saludables.
Igualmente, será fundamental generar una caracterización completa de los entrenadores, monitores y licenciados que tienen la responsabilidad de la formación de los niños y jóvenes en clubes y escuelas deportivas. Los padres deben tener la confianza de las calidades humanas y profesionales de esas personas que compartirán tiempo con sus hijos. Para que esto pase, los ‘profes’ deberán recibir una significativa mejoría en sus condiciones laborales a través de incentivos económicos y formación de calidad.
En cuanto a los deportistas, se deben duplicar esfuerzos para brindar más y mejor apoyo. Entendiendo que el recurso público nunca será suficiente, se deben tender puentes con las empresas privadas, mediante un programa de padrinazgo y apoyo que permita la inyección de dinero a las diferentes actividades. Será estratégico trabajar de la mano con Indenorte y los entes deportivos de los municipios metropolitanos, teniendo en cuenta temas en común, escenarios compartidos y realidades similares.
Otro de los puntos claves será el de vender la ciudad como destino privilegiado para la realización de eventos deportivos. La administración municipal a través del IMRD deberá tocar las puertas de las federaciones para lograr que en Cúcuta se hagan campeonatos en diferentes disciplinas, garantizándoles a ellos apoyo logístico e infraestructura, y logrando para la región un buen número de visitantes que demandarán hospedaje, alimentación, transporte y demás actividades esenciales que dinamizarán la economía. Hacer esto es cuestión de voluntad y le corresponde al director del IMRD liderarlo lo más pronto posible.
Lo retos en el IMRD son innumerables. Hay que conservar lo que funciona bien, corregir lo que no da resultado e implementar estrategias innovadoras que le refresquen la imagen al Instituto Municipal de Recreación y Deporte ante la gente. Esta entidad está para mucho más que organizar una ciclovía y discutir con los dueños del Cúcuta Deportivo si pagaron o no sus obligaciones. Hay que ponerla 24/7 al servicio de la comunidad y consolidarla como una institución referente en el cambio de la ciudad, a través del deporte y la recreación, con impacto directo en la salud, la economía y la educación de la ciudadanía.
