La obra, a la que ahora la Alcaldía bautizó como Viaducto Brisas del Pamplonita, tomará dos meses y 900 millones de pesos más para ser entrega a la comunidad
Otros dos meses y 900 millones de pesos más le costará al municipio la contratación del 2.56% que le hace falta a la obra de Cuatro Vientos para ser entregada a la ciudadanía.
El nuevo proceso que arrancó este 2 de agosto, a partir de la declaración de Urgencia Manifiesta que permite una contratación directa, iniciará con un diagnóstico no mayor a diez días para conocer el estado de la obra. Así lo indicó Jairo Yáñez, alcalde de Cúcuta.
“Tras un análisis jurídico y técnico por parte de la administración municipal, decidí mediante la Resolución número 211 del 2 de agosto de 2021 declarar la Urgencia Manifiesta para ejecutar las obras necesarias que permitan la culminación del proyecto denominado Intersección Vial Cuatro Vientos en el municipio de San José de Cúcuta y, que mediante una acción consensuada de lluvia de ideas, llamaremos Viaducto Brisas del Pamplonita”, dijo el mandatario municipal.
Por su parte, Eliana Medina, secretaria de Infraestructura Municipal dijo que “hemos determinado que la ingeniera Charlotte García va a ser la contratista que culmine las obras que faltan, entre hoy y mañana estaremos firmando el contrato que tendrá una duración de 2 meses y 900 millones de pesos, que es más o menos lo que le faltaba al anterior que se estaba manejando”, dijo la funcionaria.
Agregó que, de acuerdo al diagnóstico previamente mencionado, las obras que no se puedan recibir por la nueva contratista, no se recibirán. Asimismo, se pasaría a iniciar un proceso de incumplimiento contra el contratista anterior.
“Contemplamos entre tres y cuatro entregas parciales de la obra porque hay zonas que son mucho más fáciles de habilitar para dar paso a los vehículos siempre y cuando se cumplan todos los protocolos de bioseguridad vial para los conductores y peatones”, aseguró.
Las obras restantes corresponden a temas de urbanismo, espacio público, estructura de pavimento en sitios críticos, iluminación, señalización, demarcación, arquitectura táctica, entre otros.
Cabe destacar que el contrato de obra pública 2817 de 2018 con la Unión Temporal Construnorte, terminó el pasado 27 de julio sin que el contratista entregara la obra al 100% como era su obligación.
Habiendo alcanzado a la fecha de terminación, según información de interventoría y supervisión, un 97.44% de ejecución física de las obras correspondientes, sin que las mismas sean, a la fecha de terminación, funcionales para el uso seguro de la ciudadanía.
