Si el 2020 fue un año difícil por culpa de la pandemia que nos llegó importada desde China, el 2021 lo fue por la violencia que creíamos extinguida en la ciudad, esa que se vale de bombas para sembrar el terror y que no distingue entre policías, militares o ciudadanos del común a la hora de estallar.
En la memoria de los cucuteños quedarán las imágenes del carro bomba que explotó en la Brigada 30 del Ejército; del artefacto explosivo que estalló en la avenida Demetrio Mendoza en un retén de la Policía de Tránsito y cobró la vida de una mujer que pasaba por el lugar; de las cajas bomba que detonaron en Cerro Pico, en la ciudadela Juan Atalaya, y que causaron heridas a una pareja que transitaba en su vehículo a la mala hora del estallido; de las afectaciones con cargas explosivas a las fotomultas de Cúcuta y Villa del Rosario; de la maleta bomba que despedazó a dos policías esta semana en el Aeropuerto Camilo Daza.
También quedarán las imágenes del helicóptero del presidente Iván Duque siendo atacado con ráfagas de fusil desde un barrio muy cercano al Aeropuerto. Esto último, quizás, aún no ha sido entendido con suficiencia por muchos en la ciudad. Por eso, lo digo de otra forma: en Cúcuta, por muy poco, estuvieron a punto de asesinar al presidente de Colombia y, de paso, al alcalde Jairo Yáñez, al gobernador Silvano Serrano, y a dos ministros más que acompañaban al primer mandatario.
Da igual si fue el ELN o fueron las Disidencias de las Farc las responsables de estos hechos. Y digo que da igual porque aquí lo grave no es quién los haya cometido, sino por qué se ha empeñado en que esto ocurra en Cúcuta. Si la intención es llamar la atención del Gobierno nacional, ha quedado más que comprobado que los responsables de estos hechos pueden volar con bombas cada calle de la ciudad, que la respuesta siempre será la misma: un consejo de seguridad, el anuncio de nuevas recompensas y el aumento del pie de fuerza. Nada más. Bien podría el ministro de Defensa ahorrarse la venida a la ciudad y anunciar estas medidas a través de un correo electrónico con copia a la Policía, el Ejército, el alcalde y el gobernador.
Después de cada bomba, el libreto ha sido el mismo. Un ‘copy paste’ del archivo que reposa en el computador del ministro Molano, bajo el nombre ‘Consejo de seguridad – Bomba – Cúcuta’, y al que simplemente se le cambia la fecha y se reparte entre los pocos periodistas que aún asisten a cubrir estos anuncios. Mientras el Gobierno se niegue a atacar las causas estructurales que desencadenan este tipo de violencias o, peor aún, se niegue a sentarse a negociar con los grupos responsables de las mismas, el ciclo de terror que vive la ciudad y que se avivó este año, se repetirá cada cierto tiempo, especialmente en época de elecciones, cuando los bandos que se enfrentan desde hace décadas parecieran necesitar de este tipo de hechos para ganar relevancia en el juego del poder.
No quiero que esta, la última columna del año, cierre con un tono pesimista. También vale la pena destacar que a la par de esta violencia, pasaron cosas buenas en la ciudad. Por ejemplo, dejamos de ser el número uno en el ranking del desempleo y pasamos a ocupar la casilla número siete. De hecho, como lo reflejó el DANE en la última medición que hizo de este ítem, Cúcuta está alcanzando niveles de empleabilidad más altos de los que se veían antes de la pandemia. La meta, ha dicho el alcalde Yáñez, es lograr bajar este índice a un solo dígito. Para ello, deberá lograr que al menos 30 mil personas más se empleen en los próximos meses. Vale soñar que es posible y podemos apostar a que el mandatario de los cucuteños hará todo lo que sea posible por lograrlo.
Este año también pudimos volver a disfrutar de nuestra ciudad en la temporada navideña. Han sido miles las voces que han dicho que la ciudad nunca se había adornado tanto para esta época tan especial del año. Y no mienten. Gracias al esfuerzo conjunto entre la Alcaldía de Cúcuta y el Concesionario de Alumbrado Público, hoy se encuentran iluminados no menos de 35 espacios de la ciudad, entre parques, iglesias, lugares históricos y avenidas principales. Un esfuerzo que se traduce en una apropiación de los espacios públicos por parte de la gente que se niega a encerrarse en sus casas a pesar del COVID-19 y de la inseguridad que arrecia.
El 2021 también ha sido un año agitado en materia política. Al alcalde Yáñez los perdedores de las elecciones de octubre de 2019 le montaron un proceso revocatorio que podría terminar los primeros días de enero cuando, si todo sale como estos lo han planeado, se cite a los cucuteños a votar si quieren o no que el alcalde sea revocado. Esta revocatoria revanchista, rabona y plagada de intereses mezquinos y tramposos, no es más que una apuesta de los que han ostentado el poder en la ciudad desde hace más de 20 años, por hacerse nuevamente al control de los recursos que son de todos. No importa si es solo por 2 años, 20 o 18 meses. Lo que importa es sacar algo, lo que sea que les permita recuperar lo que no han podido sacar entre el 2020 y el 2021. También, porque necesitan los recursos que les permitan aceitar las maquinarias que les permitan volver a poder en el 2023. Sin la plata que es de todos y utilizan para su beneficio, están condenados a desaparecer. Sobra decir que desde esta tribuna no apoyamos la revocatoria y que el alcalde fue elegido para gobernar cuatro años. Aún le faltan dos.
En enero, cuando volvamos a leernos, estaremos en plena efervescencia de las campañas políticas al Congreso y la Presidencia. Tómese estos días de descanso para pensar muy bien por quién va a votar. Sea consciente, por favor, de que su voto puede significar la perpetuación de un proyecto político que ha demostrado no funcionar, o la esperanza de un nuevo horizonte que por fin traiga paz a esta tierra que este año se acostumbró a figurar en las primeras planas de los medios nacionales por las bombas que algunos se empeñan en hacer estallar en nuestras calles.
