Consumo de gasolina nacional: combustible para la reactivación

En tiempos en que una de las palabras más utilizadas es “reactivación”, muchos sectores de la economía, así como el ciudadano de a pie, ignoran de dónde provendrá dicha reactivación económica, más aún con el fantasma de una reforma tributaria que, si bien busca salvar al país de la quiebra, y de perder el grado de calificación, pareciera golpear a la clase media y alta, con un golpe de magnitudes pocas veces vista en la historia del país.

Es así como ciudadanos esperan medidas e incentivos para amortiguar el golpe económico, pero muchas veces ignoran que en muchos casos ya contamos con esas herramientas, que soportan la generación de empleo, generan recursos económicos que se destinan a proyectos y promueven el desarrollo de sectores de la economía de manera directa e indirecta; es este el caso del sector de los pequeños distribuidores y comercializadores de combustible del país. En lugares como el centro del país, tal vez sea normal el consumir combustible nacional, pero en zonas de frontera, y en especial la de Cúcuta, conocida en algún tiempo como la frontera más dinámica de América Latina, el consumo de gasolina nacional es un fenómeno con el que apenas nos estamos familiarizando; es bien sabido que en el auge petrolero de Venezuela, Cúcuta nadaba en un mar de gasolina de contrabando, lo cual ha venido descendiendo aceleradamente debido a la crisis política y económica del vecino país, sumado a las pobres políticas energéticas del gobierno.

Debido a lo anterior, también hasta ahora los ciudadanos de frontera estamos viendo los beneficios de consumir el combustible nacional. Y es que, de unos años para acá, hemos podido ver el surgimiento de estaciones de servicio, que no solo contratan gran cantidad de mano de obra formal, sino que, cada vez más, se genera comercio alrededor de estas EDS, como en las grandes ciudades, lo que se vuelve un factor que dinamiza en cierta medida la economía, a través de la generación de empleo directo e indirecto.

Solo para remitirnos a la mano de obra directa, actualmente en Norte de Santander existen 156 Estaciones de Servicio, las cuales representan mano de obra entre personal administrativo y bomberos, promediando 10 empleados formales directos, más otros 10 indirectos alrededor de estos espacios, así como otro tanto más en lo referente a Bienes y Servicios, como lo son el transporte de combustible, personal de mantenimiento, asesores comerciales de marcas de lubricantes, aditivos y proveedores de materias primas para funcionamiento.

Ahora bien, hay otro factor de vital importancia para la reactivación del país, que se deriva directamente del consumo nacional de combustible, y es la sobretasa, el cual es un tributo que tiene como destino final proyectos de libre inversión para el municipio, que además de contribuir al desarrollo, generan otro número nada despreciable de empleos directos e indirectos, los cuales son fundamentales para la precitada reactivación económica; a corte del mes de marzo del año en curso, el municipio recaudó por concepto de sobretasa, aproximadamente $3.211.919.000.00 pesos.

Por último, es pertinente decir que, en Cúcuta, este consumo de combustible nacional irá en aumento, pues hasta ahora estamos apreciando la demanda real de combustible en nuestra ciudad, por lo cual, hay grandes expectativas de que este sector siga generando empleos, desarrollo y recursos de inversión en proyectos de interés nacional. Como se puede apreciar, sobran motivos para seguirle apostando al combustible colombiano como fuente de reactivación económica.
