El Gobierno Petro empezó imitando una “tercera vía”, al mejor estilo del ex Primer Ministro Británico Tony Blair y del ex Presidente Juan Manuel Santos. Se reunió con Uribe, Vargas Lleras, Dilian Francisca Toro, César Gaviria y Carlos Trujillo, cabezas principales del Centro Democrático, Cambio Radical, Partido de la U, Liberalismo y Conservatismo.
La tercera vía es un estilo de gobierno donde se busca mantener una línea central, en algunos casos diplomática y en otros casos “tibia”, buscando tener gobernabilidad y evitar problemas con el Congreso al momento de aprobar proyectos de ley. A pesar de que Petro ganó la presidencia, no tenía gobernabilidad desde el principio, ya que se presumía que partidos como la U, Conservador, Centro Democrático, Conservador, Mira y Colombia JustaLibres no eran completamente afines a su gobierno.
Fruto de esta negociación de intereses, se le otorgaron ministerios al Partido de La U, Liberal y curiosamente al Conservador, que en otro momento se consideraba imposible que hiciera parte de un gobierno de izquierda. Pero como dice un adagio popular, “la política no tiene lógica”.
Deduzco que Santos, en medio de su influencia sobre Petro, recomendó que esta era la salida más sabia para lograr gobernabilidad, pero no todo salió como estaba planeado.
Los conservadores dieron un giro cuando su bancada decidió quitarle la presidencia a Trujillo y dársela al experimentado Efraín Cepeda, experto en “negociaciones de bancada”. Desde entonces, el rompecabezas de Petro comenzó a desbaratarse.
Por su parte, Vargas Lleras, el 13 de marzo, en compañía de Fuad Char y otras figuras prominentes de su partido, emitió un comunicado donde se declaraban partido de oposición.
Y aunque al principio los liberales y la U se mostraron cercanos y aprobaron su “Ministerio de la Igualdad” y la reforma tributaria con la cual iniciaron la legislatura, cuando llegó la hora de la verdad en la reforma a la salud, recientemente mostraron discrepancias con el tema. Los ministros de vivienda, salud, el director de Colpensiones, el ministro del interior e incluso la primera dama, entre otros, tuvieron que hacer lobby con los congresistas de la comisión séptima para que votaran en contra de la proposición del Representante Juan Felipe Corzo, que promovía archivar la “Reforma a la Salud” debido a los impactos negativos que conllevaría para el sistema. Aunque el Partido Conservador y La U, a través de sus portavoces Dilian Francisca Toro y Efraín Cepeda, comunicaron oficialmente su no apoyo a la reforma, los únicos que votaron a favor de archivarla fueron el Centro Democrático y Cambio Radical. El lobby de los ministros surtió efecto. Pero ¿será suficiente para negociar con la plenaria del Senado y la Cámara? Personalmente, no creo que haya espacio para tantas concesiones.
Después de éste ajetreo Petro vio que la “tercera vía” recomendada por Santos lo hizo ahondar en una crisis de opinión pública ya que lo hizo ver débil ante los partidos tradicionales y ante su fiel electorado extremista; en pocas palabras se mostró como un tibio ante sus electores…
