EL DESPLAZAMIENTO DE LA VIOLENCIA

La situación económica por la que atraviesa la región del Catatumbo y otras regiones del país, productoras de hoja de coca, ha llevado a los distintos actores armados a una nueva modalidad para conseguir los recursos económicos necesarios para financiar la guerra.

 

La aparición de delitos como el secuestro, la extorsión y el asalto a entidades financieras nos arrojan luz sobre una crisis económica que no solo afecta a los campesinos que viven de este tipo de actividad económica. Aunque no se ha podido identificar con precisión qué ha causado el declive de la principal actividad que maneja el sector comercial de estas regiones del país, en especial el Catatumbo, es recurrente escuchar la queja sorda de su gente que clama entre vecinos la aparición del comprador de la pasta base de coca, que en años anteriores era el dinamizador económico de los territorios.

 

Hoy, congelados en el recuerdo y esperanzados en la aparición del hombre de la gramera, son muchas las familias que fijan la mirada en el horizonte en medio del frío invierno que castiga sus carreteras y el alto precio de los insumos y demás productos, incluyendo los de la canasta básica familiar. En un silencioso desespero, ven cómo desaparecen sus esperanzas.

 

El decomiso de alijos del alcaloide y la destrucción de laboratorios muestran la efectividad de una política antidroga diseñada por el actual gobierno en su lucha contra el narcotráfico. Sin embargo, detrás del telón se puede apreciar toda una sociedad que sufre y experimenta en carne propia cómo se afectan sus condiciones de vida.

 

Las dos visitas del presidente de la república, Gustavo Petro, al municipio de Tarra, corazón del Catatumbo, donde se llevó a cabo la primera asamblea de cocaleros del país, sembraron muchas esperanzas que se han diluido con el tiempo frente a la crisis por la que atraviesa el sector de la coca.

 

Para nadie es un secreto que el único producto que se procesa de manera industrial con un mercado asegurado para su exportación es la cocaína, la cual es el motor que dinamiza los demás renglones económicos del territorio. Los actores armados, en medio de la bonanza cocalera, no tenían la necesidad de arriesgar hombres en la confrontación con la fuerza pública. Sin salir de sus territorios, les llegaba el comprador del cual reciben unos impuestos, como ellos mismos lo han asegurado en el transcurso de la historia.

 

Las imágenes difundidas por todos los medios de información en poblaciones de Norte de Santander y sur del Cesar, donde últimamente han venido en aumento delitos como el secuestro, el asalto a locales comerciales y entidades bancarias, como el ocurrido en el municipio de Río en el Cesar perpetrado por hombres fuertemente armados y repelido por miembros de la policía nacional, así como el intento frustrado de atraco a un camión transportador de valores sobre la vía que comunica a la ciudad de Aguachica, con rio de oro  cesar y que cobro la vida de un guardia de seguridad, estos hechos no son el pálido reflejo  de la inactividad de una  fuerza pública en su compromiso con el cese bilateral al fuego en aras de alcanzar la paz total, más bien obedece a la presión ejercida en la dinámica económica por la que viene atravesando el sector cocalero.

Los grupos armados, han venido realizando un desplazamiento de la violencia, fuera de sus territorios donde han hecho presencia históricamente, con el propósito de buscar nuevas formas de economías licitas e ilícitas que les permitan la consecución de recursos para seguir financiando el interminable conflicto que tanto afecta nuestra sociedad.

La violencia es una forma de expresión salvaje de la humanidad, por lo que podría considerarse, que, así como existe las migraciones humanas en busca de oportunidades, la violencia también hace lo propio.
