Aprovechar el cuarto de hora

El panorama hoy, marzo de 2021, parece ser muy diferente al que teníamos hace un año, en primer lugar, porque hace un año no imaginábamos las dimensiones sanitarias, económicas y sociales que tendría la pandémica ocasionada por el Covid-19; en segundo lugar, porque hoy en día podemos ver unos precios del barril de petróleo casi llegando a los 70 dólares, a pesar de haber caído algunos puntos en los últimos 10 días.

Hace 12 meses, aproximadamente hacia abril, hubo la peor caída de los precios del barril de crudo, tanto del WTI, llegando a marcar negativo, así como el del Brent, que es el precio referencia para Colombia y que descendió a 19 dólares, frenando numerosos proyectos petroleros que, por el tipo de crudo, la profundidad y las lejanas zonas de difícil acceso donde se encuentra, no era comercial la extracción del hidrocarburo.

Todo lo anteriormente expuesto tuvo como origen la temida “guerra de los precios bajos del petróleo” entre Arabia y Rusia, compitiendo por hacerse al mercado europeo y parte del asiático; a la final, la catástrofe originada por la pandemia fue tan grande que ni los dos gigantes petroleros pudieron prever que la mayoría de países del mundo cerrarían sus economías, ocasionando que se represaran grandes cantidades de crudo, y finalmente lo que ya pudimos apreciar, el desplome del precio del barril. Esta situación obligo a la OPEP a acordar una reducción en la producción mundial de crudo de casi un 10%, equivalentes a casi 10 millones de barriles de crudo, acuerdo que se ha mantenido, pero gradualmente ha venido disminuyendo a medida que se reabren las economías; el último acuerdo disminuyó el recorte en 500.000 barriles diarios, dejando la cuota de recorte en 7 millones de barriles aproximadamente.

Lo anterior es importante traerlo a colación debido a que Colombia depende en gran medida del sector minero energético, en especial de los hidrocarburos, no solo como motor de la economía en territorio, generando empleos directos, indirectos, mano de obra, bienes y servicios, sino por las empresas que realizan megaproyectos sociales dentro de sus políticas de inversión social, y por último, las muy preciadas regalías , todo lo anterior,  de una importancia aún más valiosa, hoy marzo de 2021, cuando se habla de reactivación, dinamización del comercio, subsidios, etc., y estando también ad portas de una reforma tributaria que tocará el bolsillo de todos los colombianos.

Ahora bien, la precitada alza en el precio del barril se debe por supuesto tanto al recorte de producción de la OPEP vigente aun, como a la confianza de los mercados debido a la paulatina reactivación económica a nivel mundial, generada por las vacunas, logrando que muchos países vuelvan a abrir el comercio, reactivándose la compra o venta de hidrocarburos, así como otros productos. Pero muy probablemente esta pequeña bonanza no durará muchos meses, pues por un lado, el precio del barril ha venido subiendo particularmente rápido, lo que seguro ocasionará un efecto rebote,  más aun teniendo en cuenta dos factores: el primero, que con los precios actuales, EE.UU. vuelve a la arena,  explotando el petróleo de esquisto (No convencional), que a hoy tiene un punto de equilibrio para su producción que promedia los 50 dólares el barril,  lo cual le daría el margen necesario para producir como hace unos años, y consecuencia de esto,  la OPEP y seguramente Rusia, volverán al juego de los precios bajos, “abriendo el grifo” y llenando el mundo de crudo a bajo precio,  desplomando una vez más el precio internacional del barril, con el propósito, entre otras cosas, de dejar fuera de circulación a  Estados Unidos, como gran productor, lo cual tiene un impacto mucho más catastrófico en países intermedios como Colombia, que depende en gran medida de un precio estable y por encima de los 40 dólares, para que los campos petroleros operen y generen las regalías que como se dijo anteriormente, van destinadas no solo a políticas de carácter social, sino a generar empleo y comercio por medio de proyectos de alto impacto como lo son las megaobras de infraestructura vial, vivienda, saneamiento básico, educación entre otros.

Por eso, ojalá las autoridades territoriales y en general el Gobierno, sepan administrar estos recursos de la mejor forma, que apunten a iniciar una reactivación, y alivien en algo la economía, y que no nos veamos en el caótico escenario de que se nos empalmen el coletazo económico del Covid-19, con un nuevo desplome del precio del petróleo, y como cereza de ese pastel, llegue la reforma tributaria que, a pesar de ser odiada, es necesaria.
