Una semana después de las elecciones que definieron la bancada del Congreso que nos representará por los próximos cuatro años, vale la pena hacer varias lecturas sobre lo sucedido para entender un poco por qué a Cúcuta y Norte de Santander le va como le va.
La primera lectura es que la gran derrotada de la jornada fue la Alcaldía de Cúcuta, en cabeza de Jairo Yáñez. Más allá de que el proyecto político en torno a Francisco Javier Cuadros no haya cuajado al interior del palacio municipal, lo cierto es que para el grueso de la población, Cuadros era el candidato del alcalde y su gabinete. Por eso, que se haya ‘quemado’, deja entrever que, como es apenas obvio, el triunfo de Yáñez hace dos años y medio obedeció en gran parte a un voto castigo con una dosis muy alta de suerte, y también, que en todo este tiempo, el alcalde no ha entendido (o no ha querido entender), que la dinámica política de la ciudad le exige que, si quiere dejar sucesor, hace rato debió haber empezado un proyecto que le respalde y que traduzca esos 110 mil votos de octubre de 2019, en una plataforma que apalanque a quien quiera que sea que se le mida al reto de continuar con las banderas de la ‘Cúcuta 2050, estrategia de todos’.
Hoy por hoy, al alcalde Yáñez no lo respalda ni siquiera el pleno de su gabinete, como quedó demostrado el domingo pasado, cuando varios de sus alfiles terminaron haciéndole política a los mismos de siempre, conscientes quizás de que el 31 de diciembre de 2023 van a tener que seguir trabajando y nunca está de más ir por lo fijo que tras una aventura que, como están las cosas, no va a volver a traducirse en un triunfo como el que significó su llegada a la Alcaldía de Cúcuta.
Otra lectura, por esta misma línea, es que todos aquellos que pensaron que las maquinarias políticas de la región se iban a ver afectadas porque no tenían la Alcaldía como respaldo, se equivocaron y con dolor tuvieron que reconocer que, si bien los miles de millones de pesos que han dejado de recibir por no tener el control del palacio municipal les ha mermado su capacidad burocrática, a la hora de las elecciones la plata siempre aparece de algún lado, es decir, del desangre de otras entidades e instituciones que terminan financiando las reelecciones de los que ya sabemos. Porque esa, ademas, es otra lectura que hay que hacer.
Después del estallido social del 2021 y del paro nacional que por más de dos meses mantuvo bloqueado a gran parte del país, muchos pensaron que las elecciones al Congreso del pasado 13 de marzo iban a ser un gran medidor del descontento de la gente, que venía desde entonces, cuando miles de personas se tomaron las calles para protestar contra el gobierno de Iván Duque, y algunas de sus banderas, como la fallida reforma tributaria. Sin embargo, de los vientos de cambio que muchos vaticinaron, no quedó ni una leve brisa que pudiera ser interpretada como una consecuencia de aquellas revueltas nacionales. Porque de las 16 curules que obtuvo el Pacto Histórico, el partido que se atribuyó parte de la protesta social del año pasado, casi todas, sino es que todas, quedaron en manos de los que ya venían gozando de las mieles de habérsele colgado a Gustavo Petro en sus intenciones de ser presidente de este país. Nada nuevo. Lo mismo que ya veníamos viendo, Gustavo Bolívar y sus amigos. Por eso, de las marchas no quedaron sino daños materiales, decenas de heridos y una inflación que parece no tener freno y hoy ha duplicado el valor de los productos de la canasta básica familiar.
En Norte de Santander, otra lectura que se puede hacer es la derrota del Centro Democrático, que perdió su curul en el Senado con la salida de Milla Romero (que obtuvo una votación paupérrima), no logró montar a Juan Pablo Celis y, aunque logró una Cámara con Juan Felipe Corzo, todos sabemos que sus votos tienen un origen conservador y no pertenecen en su mayoría a los seguidores del expresidente Álvaro Uribe.
Finalmente, salvo las llegadas de Corzo y Wilmer Guerrero a la Cámara, y Jairo Castellanos al Senado, la bancada regional del Congreso quedó exactamente igual que hace 4 años, un golpe de realidad brutal para los que antes del 13 de marzo vaticinaban un descalabro de las maquinarias políticas tradicionales por cuenta del paro nacional del 2021 y la presencia de un ‘outsider’ en el palacio municipal. En últimas, diría alguien, en Cúcuta nadie salió a marchar durante el paro y el alcalde Jairo Yáñez ni sabe dónde está parado. Entonces, ¿qué otra cosa esper
