Así que, en las regiones donde se concentran los mayores focos de violencia, no ha sido producto de los enfrentamientos entre guerrilla y fuerza pública, en el mayor de los casos los enfrentamientos se originan entre los mismos actores ilegales, en una puja por el dominio territorial que les permita el control total de las poblaciones en especial las de mayores dinamismos económicos, regiones como el choco, Antioquia, Arauca, el magdalena medio, el cauca y el Catatumbo, todas ellas tienen un denominador en común, las rentas ilícitas obtenidas por la minería ilegal, el narcotráfico, la extracción del crudo y las extorsiones a las compañías que realizan esta clase de actividades y comercio en general, el cese al fuego podría interpretar como gozar de la absoluta tranquilidad sin ser molestado por la fuerza pública.
Sin ser pesimista, a no ser que exista un acuerdo, que como sociedad no conocemos, este cese bilateral al fuego nos puede llevar a un nuevo fracaso en la búsqueda de la paz total, por lo que se podría sugerir que existe la imperiosa necesidad de llamar a un cese multilateral al fuego, con mecanismos y protocolos definidos antes de iniciarlo.
Otro preocupación que se desprende en medio del agite político y social, es que hay una clara desventaja, mientras el gobierno nacional, está atravesando por una crisis política en su interior, donde las coaliciones no han arrojado los resultados esperados, lo que urge primero es fortalecer la gobernabilidad estatal y así iniciar un proceso solido con las estructuras armadas que han demostrado mayor capacidad militar, financiera y territorial, frente a un estado con instituciones enfrentadas entre sí, lo que hace pensar que no es momento de dar plazos en la terminación de la guerra, lo que lleva a crear falsas expectativas de paz y un completo desinterés por parte de la sociedad.
Saludo todas las iniciativas y gesto de paz, pero debemos ser responsables y coherentes a la hora de abordar un tema tan espinoso, como es el cese de la violencia sin conocer desde las entrañas territoriales las dinámicas que determinan el curso de la guerra.
