¿QUIÉN MANEJARÁ EL ACUEDUCTO METROPOLITANO?

Esta semana, el diario La Opinión publicó un análisis sobre quién debe ser el operador del Acueducto Metropolitano Francisco de Paula Santander, escrito que revivió un dilema en el que hay varios planteamientos políticos en juego, los cuales no han permitido que la infraestructura entre en funcionamiento un año después de terminar su construcción.

En la publicación, el alcalde de Villa del Rosario, Carlos Julio Socha, sugiere que la operación del acueducto debe recaer en manos de un tercero, es decir, que ninguna de las instituciones o empresas que prestan los servicios domiciliarios en el área metropolitana pueden estar involucradas.

Llama la atención que Socha manifiesta que a la fecha Ecopetrol no ha entregado las obras del acueducto a su municipio, añadiendo que desde esa administración municipal se adelantan los trabajos de conexión desde los tanques de almacenamiento del preciado líquido hasta cada uno de los hogares.

Desde la Alcaldía de Cúcuta es reconocida la posición del alcalde Jairo Tomás Yáñez de que la Empresa de Acueducto y Alcantarillado de Cúcuta (EIS Cúcuta) debe ser la encargada de operar el acueducto, debido a que históricamente Cúcuta se había encargado de llevar el agua a los municipios de Los Patios y Villa del Rosario.

Además de la deuda histórica que se tiene con la empresa de servicios públicos de la capital de Norte de Santander, el Viceministerio de Aguas y Saneamiento Básico, a través de una consultoría especializada, recomendó a la EIS para que se convirtiera en el operador.

Recordemos que fue en el mismo diario La Opinión en el que se publicó una noticia sobre el proceso de recuperación que se ha adelantado en la EIS y cómo desde la actual administración municipal prácticamente se le rapó a la clase política de la región esta empresa, la cual habían dejado al borde de la liquidación en los últimos años.

Lo cierto es que detrás de la no entrada en operación del Acueducto Metropolitano están las diferencias entre las clases políticas de la región, diferencias que no se han solucionado un año después de que se entregaran todas las Fases con las que se construyó el nuevo sistema que traerá el agua desde Termotasajero hasta los hogares de la región.

Y es que, según cuentan, el alcalde Yáñez se ha parado en la raya para no avalar la entrega del acueducto a un operador, para que de esta manera la nueva empresa no se convierta en un fortín político tal como pasa con las cajas de compensación del departamento, las universidades y Corponor.

En esta época electoral muchos se frotan las manos añorando un comportamiento corrupto de parte de Yáñez, a fin de poder repartirse el pastel entre alcaldes, congresistas y el mismo gobernador Silvano Serrano Guerrero, quien también apuesta a que sea un tercero quien maneje el acueducto.

Mientras los ‘caciques’ llegan a un consenso, en Villa del Rosario un estudio dictaminó que el agua que lleva a los hogares Aqualia contiene heces fecales, un acontecimiento del que pocos han hablado, incluso el mismo alcalde de esa municipalidad, que se niega a que por fin el agua del río Zulia llegue hasta los grifos del municipio histórico.
