La velocidad en la vacunación contra la COVID-19 en Colombia, ha puesto al sector empresarial y a los privados a presionar al gobierno para obtener luz verde en su participación en este proceso de inmunización.

Según declaraciones de Mac Master, las Entidades Promotoras de Salud (EPS) afiliadas a la ANDI han hablado de que quieren vacunar a sus afiliados y, adicionalmente, el gremio ha tenido acercamientos formales con compañías que han dicho que vacunarían a todos sus trabajadores e incluso a sus familiares cuando haya un marco regulatorio que lo permita.
Lo positivo es que algunas de esas empresas tienen presencia en zonas remotas del país, y estas han manifestado la intención de vacunar a la población que se encuentra en el área de influencia de sus operaciones. En este punto radica la importancia de vincular al sector privado en las fases de vacunación ya que se ha visto que la complejidad no solo radica en acceder a las vacunas, sino en llevarlas a los territorios, por lo cual, si hay más agentes realizando la tarea, es mucho mejor para todos.
Aquí también el sector de las Cajas de Compensación, a través de sus programas de Salud y Nutrición, podría jugar un papel clave en facilitar el acceso a esta vacuna a los trabajadores afiliados al Sistema de Subsidio Familiar en el país.
Si bien es cierto que en el Plan Nacional de Vacunación se estima que la participación del sector privado vendrá en la segunda fase, las condiciones aún no se han determinado por parte del Ministerio de Salud, por tanto la regulación y control juega un papel clave.
Asimismo, el pasado 10 de marzo, el senador del partido conservador, Miguel Ángel Barreto Castillo, radicó un proyecto de ley “Por medio del cual se crea la política que reglamenta la importación y comercialización de vacunas contra la Covid-19 por parte de particulares y se dictan otras disposiciones”. El fin es crear la política pública para que las personas, jurídicas y naturales, importen, apliquen y comercialicen la vacuna contra la Covid-19, como coadyuvantes del plan de vacunación del Gobierno Nacional, siguiendo los parámetros que para tal efecto establezca el Ministerio de Salud y el Gobierno.
Dentro del documento radicado por el Senador se exponen las motivaciones del proyecto, así como un contexto de otros países donde el sector privado tiene participación, como Indonesia, Brasil, México y hasta Venezuela.
El principal temor del Estado es que al permitir la participación del sector privado, se rompa el orden de prioridad establecido, así como el control de precio y de comercialización para garantizar los protocolos de transporte y conservación de los biológicos.
Como cualquier proceso, la transparencia será clave en la obtención y distribución de las vacunas; si bien la intención de la ANDI es muy positiva, es prioritario que se establezca el marco regulatorio que permita saber al sector privado la manera como se podría operar para salir a negociar formalmente con los laboratorios.
En conclusión, esperamos que la suma de voluntades entre el gobierno y los empresarios permita que los tiempos de vacunación en el país se reduzcan, para llegar a una inmunidad de rebaño anhelada, que genere tranquilidad, sobre todo en nuestro departamento donde urge mejorar las tasas de empleo e informalidad.
