Quedan menos de seis meses para que termine el mandato de Iván Duque y, lastimosamente, hasta que se vaya el 7 de agosto, el país va a atravesar una arremetida violenta como hace años no se vive.
Varios medios nacionales, incluidos El Tiempo y la Revista Semana, han reseñado recientemente cómo la guerrilla del ELN ha ideado un plan, llamado ‘Despedida a Duque’, con el que pretende arreciar sus ataques contra la fuerza pública, en una suerte de recordatorio al presidente que se va, y por ahí derecho al que sea que llegue, de que no son un grupo armado derrotado ni decadente, sino fuerte, con capacidad operativa en todo el país y al que no se le puede menospreciar.
La Revista Semana incluso reveló unos supuestos documentos secretos de esta guerrilla, en los que se advierten, entre múltiples acciones violentas, dos que deberían preocupar a las autoridades de Norte de Santander. La primera es la intención del ELN de hacerse al control de toda la línea fronteriza entre Colombia y Venezuela, desde Arauca hasta La Guajira, implementando para ello una arremetida terrorista que ya no será en el campo sino en los cascos urbanos. Cúcuta, como es apenas obvio y ya hay evidencia de ello, sería uno de los municipios donde la arremetida violenta se haría sentir con más fuerza, poniendo en grave riesgo no solo a la fuerza pública que aquí permanece, sino a toda la población civil que podría verse afectada por las acciones que esta guerrilla decida emprender. La otra estrategia que el ELN pretende adelantar, apunta a reactivar los secuestros, como forma de generar ingresos en los territorios que les permitan sostener sus estructuras y avanzar en su plan de consolidación territorial. Empresarios, ganaderos, contratistas de multinacionales, entre otras posibles víctimas, quedan automáticamente en la mira de este grupo que no se anda con titubeos.
Ante este panorama, sorprende la actitud pasiva y casi indiferente, no solo del gobierno nacional, cuyos funcionarios de alto rango ya ni siquiera vienen a la ciudad cuando estalla una carga explosiva o atacan una estación de policía como sucedió recientemente en La Ye de Astilleros (El Zulia) y en la Brigada 30 del Ejército. También sorprende el silencio de las autoridades departamentales. El gobernador Silvano Serrano no ha hecho un solo pronunciamiento en las últimas semanas sobre el grave deterioro que está atravesando la seguridad en Norte de Santander. Atacaron en La Ye a la Policía, hostigaron a la Brigada 30 del Ejército y le lanzaron explosivos; ha habido hostigamientos también contra la fuerza pública en varios municipios del Catatumbo; en Toledo, como hace muchos años no ocurría, se dieron dos asesinatos y han intentado activar cargas explosivas en el mismo casco urbano. Tibú está incomunicado por un carro bomba que ni la Policía ni el Ejército han sido capaces de mover y obstaculiza el paso entre Campo Dos y este municipio. Los profesores de El Zulia y Tibú se niegan a asistir a clases por el miedo que les genera poder ser víctimas de una acción violenta en medio de sus desplazamientos. Y mientras tanto, en la Cúpula Chata ni mú. Nada. Ni un comunicado. Ni siquiera un tuit. Silencio absoluto, como si todo esto no fuera con ellos.
Duele ver cómo Norte de Santander y Cúcuta retroceden varios años, hacia esas épocas en las que los estallidos de las bombas y las acciones violentas eran el pan de cada día, al punto de convertirse en paisaje para las autoridades y la misma población que se terminó acostumbrando a vivir con miedo. Ese mismo miedo es el que hoy se respira en las calles de la ciudad y en las vías hacia los municipios del Catatumbo, donde los carros bomba son atravesados a diario como una señal irrefutable de que la paz, al menos por estos lados, nunca fue una prioridad para este gobierno al que quieren despedir con muertos.
