Cúcuta, con el índice más alto de informalidad del país y una tasa de desempleo que se agudizó con la pandemia, no ofrece garantías para los jóvenes profesionales o aquellos que, después de haber ejercido su profesión en otra parte, desean volver a aportar lo que saben en su tierra.
En la ciudad, son pocas las empresas con opciones laborales y, salvo que se cuente con un capital para emprender, las ofertas de empleo son inexistentes o muy mal remuneradas en comparación con otras ciudades. Entonces, ¿qué opción les queda a los que quieren volver a la ciudad a trabajar? ¡El sector público!
Sin embargo, aquí también son muchas las trabas que aparecen porque los puestos ya están comprometidos con las cuotas burocráticas que los gobernantes de turno deben pagar, y las pocas plazas que se abren, terminan siendo para trabajar apenas 7 u 8 meses al año. Me explico.
Para que un profesional sea contratado por una entidad pública, primero debe esperar a que se abran los procesos contractuales que, en una ciudad como Cúcuta, no se da antes del mes de marzo. ¿Por qué? En este portal desconocemos las razones de fondo que llevan a las entidades públicas a contratar tan tarde al personal que necesitan para funcionar, pero, al menos este año, lo que ha trascendido es que por unas disposiciones adoptadas por el Departamento Nacional de Planeación a finales del año pasado, los procesos contractuales ahora deben ajustarse a unas normas que antes no se cumplían, lo que ha retrasado aún más los contratos de quienes están a la espera de empezar a trabajar.
Así las cosas, de un año, los contratistas realmente terminan trabajando entre 7 u 8 meses, afectando no solo sus ingresos sino su calidad de vida, pues de los meses que logran cobrar sueldo, deben guardar casi la mitad del mismo para poder sobrevivir, sí, sobrevivir, los primeros 4 o 5 meses de cada año que permanecen desempleados.
Además, cada mes, de su salario deben asumir una cantidad de descuentos que pasan no solo por los de su seguridad social, aportes a pensión y ARL, sino también por el pago de estampillas y retenciones que terminan mermando sus ingresos casi en un 20% del valor pactado en el contrato.
Bajo este panorama, ¿Qué profesionales van a querer volver a Cúcuta a trabajar y aportar lo que saben?
