¿POR QUÉ NO HABLAMOS DE LA ALIMENTACIÓN ESCOLAR?

Después de tres meses de inexperiencia y prueba error, la Alcaldía de Cúcuta, por medio de la Secretaria de Educación, por fin entregó la licitación del PAE, aun cuando esta decisión previamente haya costado la cabeza a la antigua secretaria.

Siete fueron el número de veces que se intentó entregar este contrato por licitación, pero no se logró, aun sabiendo la importancia de este programa que alimenta a alrededor de 78.000 niños y niñas del municipio de San José de Cúcuta.

Entre otras cosas, porque se puede llegar a la conclusión de que el antiguo contratista, que fue dejado fuera de la licitación, sí cumplía, pues él tenía el monopolio de las raciones de leche y las bodegas adecuadas para la operación; creo que tenía este programa desde la administración de Ramiro Suárez, y nuca pensó tener una competencia en esta ciudad, también, porque las empresas de la región nunca decidieron meterse en ese cuento del PAE.

Una primera conclusión es que la administración improvisó en realizar el contrato, porque hasta a los oferentes les costó cumplir con todos los requisitos más de tres meses.

Ahora bien, este tema del PAE no se podía hablar con nadie de la Alcaldía, era un tema prohibido, y los profesionales de la ciudad que hacen parte de la administración tenían un silencio sepulcral, nadie podía ni siquiera repicar esta información. No sé si recuerdan cuando los padres de familia se tomaron la Secretaria de Educación por la poca efectividad de la entrega del contrato de la alimentación escolar, y cómo un padre de familia enfrentó a los funcionarios de la administración; a pesar de que los periodistas que están en la administración trataron de victimizar a sus colegas e intentaron poner a los padres de familia, que pedían el derecho de sus hijos, como victimarios, creo que esa estrategia de comunicación no fue asertiva del todo, porque la realidad fue otra, la gente en las calles hablaba de la improvisación de la Alcaldía con la alimentación de las niñas, niños y adolescentes.

Asinort fue uno de los gremios que lideró el proceso en contra del mal funcionamiento del PAE, se tomaron muy en serio apoyar a sus estudiantes, directivos y docentes, porque la falta de seriedad e improvisación del Alcalde generó que la comunidad tenga un pensamiento de que nunca está pendiente de qué pasa dentro de sus secretarías, de cómo se contrata, se licita, quedando en evidencia la falta de control en los procesos.

Lo único que tiene fijo esta administración, es un ejército de defensores de lo indefendible, aunque sea ya podemos ver que La Opinión, el periódico de la ciudad, ya le dice a esta administración los errores garrafales que ha cometido en estos últimos meses a menos de un año y ocho meses de terminar su mandato. Tal parece que los profesionales que trajo el Alcalde, que son científicos de la NASA, no han hecho nada innovador por la ciudad y no se ha agilizado ningún trámite significativo.

Esperamos que este PAE sea lo mejor para los niños, que la improvisación de la Alcaldía de Cúcuta se acabe y empiece de verdad a hacer una estrategia real que beneficie a todos, ojalá que este último año pueda despegar, equilibrar cargas y que no veamos este fenómeno otra vez, pero, además, que esto sirva de experiencia en esta administración y no vuelva a pasar, pues estaban jugando con la comida de los niños de la ciudad, lo que es un pecado y no se debe hacer. Señor Jairo Tomás Yáñez, la promesa de una ciudad mejor está quedando mal, esperamos que sus asesores y el nuevo secretario esté a la altura de las necesidades de la ciudad.

 

Para concluir, invito a los cucuteños a que el siguiente año, que viene con elecciones de alcalde, tomemos en serio quién puede mejorar las condiciones de vida de sus ciudadanos, pues va a recibir una ciudad en crisis económica, organizativa y administrativa, además de esperar que esa baraja de candidatos a futuro, haga algo bueno por la ciudad.
