LA CÚCUTA DE ANTAÑO

De la Cúcuta mediterránea, cosmopolita, donde se mezclaban las culturas europeas y árabes con el mestizaje nacional, la que como capital de los nortesantandereanos y ombligo entre Bogotá y Caracas cobraba su importancia geopolítica siempre dependiente históricamente de la situación actual de la relación de los gobiernos de Colombia y Venezuela; ya muy poco queda.

El hecho que partió definitivamente la historia de la ciudad en dos en este nuevo siglo fue el cierre de los pasos fronterizos, y el declive de las relaciones entre Colombia y Venezuela desde 2006, esa desaceleración económica se refleja en índices de reducción de exportaciones de Cúcuta hacia Venezuela que por razones obvias era su principal aliado, aumento de la informalidad, permeabilidad de la frontera y aumento de los grupos armados en la región;  y golpea más que nunca la economía, seguridad y otros factores de desarrollo social de la misma.

Estamos en un periodo de deconstrucción de tejido social, la ciudad está rodeada de invasiones en determinados sectores que deben ser incluidos en la base de datos catastral de la ciudad, algunas como Manuela Beltrán formalizada recientemente ya fue incluida pero aún faltan más que con el proceso de actualización catastral se verán reflejados muy prontamente.

Pero sí es cierto que se extraña esa Cúcuta de antaño, algo más organizada, algo más estética, algo más segura.

Y la culpa no es de los gobiernos locales de turno, los administradores de la ciudad están “bailando con la más fea”, una ciudad que sufre los embates de una de  las  movilizaciones migrantes más grandes del mundo en el último siglo;  les ha tocado planear sobre la marcha y esto afecta índices negativamente de desarrollo social y económico, si a esto le sumamos la pandemia de la cual gracias a Dios ya se están reactivando algunos sectores después de un largo tiempo de sequía, vemos un panorama muy desalentador.

Estas administraciones deben ser casos de estudio académico, de análisis estratégico, administrar Cúcuta y Norte de Santander en estos momentos es un reto público enorme, primero porque administrar una pandemia es literalmente cosa de locos en la generación donde las redes sociales impactan negativamente este tema, y administrar el fenómeno de la diáspora migrante de Venezuela con pañitos de agua tibia de la cooperación internacional aún más, la Cooperación internacional ha planteado soluciones de forma, más no de fondo, mercados, subsidios, jornadas de salud, algunas inversiones estratégicas de fondo considerables,  pero los problemas desembocados de la diáspora van mucho más allá, el Gobierno Nacional ha buscado ponerse el día con obras en el Catatumbo, inversiones estratégicas de mediano y largo plaza que se verán reflejadas en un futuro cercano.

Pero las oportunidades laborales, el desarrollo económico, el lobby internacional para atraer empresas a la ciudad producto de la “Zesemanía”, de esto muy poco se ve; estamos actualmente en la ciudad más informal del país y en el departamento que más cultivos de coca tiene, el Acuerdo de Paz que, si bien es cierto, ha aportado a grandes soluciones, ha generado un daño colateral, que se refleja en cifras negativas de seguridad y formalidad.

Los jóvenes profesionales que estamos aquí vivimos en una ciudad ciertamente difícil, pero con la esperanza de regresar a la Cúcuta de antaño, de dejarles un mejor futuro a las nuevas generaciones, donde prime la formalidad, la cultura y el desarrollo. La solución no es irnos para otro país, es quedarnos a trabajar por esta tierra, es aportarle desde el sector donde nos encontremos, es generar oportunidades y ver más allá de lo que es la ciudad actualmente y no de lo que podría ser cuando todo este panorama cambie. Nos falta algo de sentido de pertenencia y de empatía con la situación actual de la ciudad.

En las próximas elecciones presidenciales que se avecinan hay que buscar un candidato que garantice seguridad, confianza inversionista y que defienda la democracia y las libertades, nuestro panorama es muy parecido al de la Venezuela del 98, que la ciudadanía en los afanes de dar un “voto protesta” no resulte hundiendo al país en la peor de sus crisis.
