El programa liderado por la alcaldía de Cúcuta, denominado mediáticamente como “Cúcuta lo juro, un árbol, un voto” y que se encuentra mencionado en el plan de desarrollo municipal en el Programa 3, Silvicultura Urbana, Cúcuta ciudad verde, dentro de la línea estratégica 5, Territorio sostenible y hábitat saludable para todos, resulta una iniciativa bastante interesante e innovadora, que no ha resultado exenta de críticas y que considero debe profundizarse con la seriedad del caso.
A pesar de que no todos lo apreciemos, o lo hagamos solo de palabra, pero no con hechos, el valle de Cúcuta es un territorio que a sus actuales habitantes nos resulta más ameno de vivir y transitar debido a las generaciones anteriores que lograron pensar la ciudad con espacios de avenidas y calles amplias con aceras minadas de árboles que hoy varias décadas después nos cobijan con sus sombras en los calurosos y congestionados días de esta modernidad. Pero la realidad es que día tras día los árboles se van envejeciendo, van cayendo por su deterioro normal en el mejor de los casos, o son talados para dar paso a construcciones nuevas y vitrinas de locales comerciales.
Considero esta iniciativa de la Alcaldía bastante interesante porque es un tema del que todos hablamos mucho y por el que todos hacemos prácticamente poco o nada. La idea de sembrar un árbol por cada voto de cada ciudadano que confió en la visión del hoy alcalde, tiene un mensaje fuerte y genera una conexión apropiada con la ciudadanía. Así mismo, pienso que también se trata de una iniciativa innovadora, no porque sembrar árboles sea algo novedoso, sino porque el alcalde mismo se ha puesto en esta tarea todos los fines de semana de su administración, liderando con su ejemplo que las promesas son para cumplirlas, a pesar de que esta actividad le ha generado críticas por parte de sus opositores políticos que han usado la publicidad de esta actividad para vender la mezquina idea de que el alcalde no gobierna, no sabe gobernar y “lo único que hace el zurrón, es sembrar árboles”.
Prefiero quedarme con lo bueno de la iniciativa, y aprovecho para hacer una crítica constructiva con el ánimo de mejorar un programa que nos debe resultar bastante beneficioso para todos. Noto con algo de preocupación que los árboles se están sembrando aleatoriamente en zonas donde su cuidado queda dependiendo de unos buenos vecinos que se preocupen por regarlos y no dejarlos morir. Lastimosamente en nuestra ciudad abunda el desinterés por lo público, y no se puede dejar desprotegido un árbol recién sembrado esperando que algún buen samaritano decida regarlo. Según la página de la alcaldía, la iniciativa se ha hecho con donaciones de empresas privadas, que han regalado los árboles para sembrar.
Posteriormente se han realizado las actividades de siembra junto con entidades aliadas como el Ejército y la Policía, y al final de la actividad, se firma un acuerdo de voluntades con los vecinos y juntas de acción comunal que se comprometen a cuidarlos. Creo que el esfuerzo que se está haciendo es muy valioso, tan valioso que no se puede dejar en un acuerdo de buena voluntad el riego y cuidado de los árboles sembrados. Es por esto que sugiero al alcalde que diseñe un programa de mantenimiento de los árboles sembrados (por lo menos en el primer año desde la siembra), con recursos públicos que garanticen que no se está perdiendo el esfuerzo de los privados que están donando. Los recursos públicos son sagrados, pero deben ser invertidos. El no ejecutar los recursos públicos es casi tan malo como malgastarlos. En lo público no se gana nada con pasar vigencias con las cuentas llenas de recursos sin ejecutar, por el contrario, eso se califica mal por parte de los entes de control e incluso se disminuyen los recursos del sistema general de participaciones, y eso es lo que vemos que está pasando en la administración.
Tal y como lo ha dicho siempre el alcalde, este programa debe hacerse con austeridad, con un plan detallado por zonas y responsabilidades del contratista, al que se le puedan medir los resultados al final del contrato; pero debe impulsarse con recursos públicos. El municipio tiene cómo, y creo que la justificación para hacerlo es total. Esperemos que el programa avance y que se pueda consolidar como un logro para mostrar, especialmente en zonas que por su desarrollo informal, como en las comunas 7 y 8, no cuentan con muchos árboles, ya que su desarrollo ha sido a punta de invasiones ilegales que arrasan con cualquier vegetación presente. Esperemos que el programa continúe y que no termine siendo flor de un día.
