A cuatro meses de las elecciones legislativas, las campañas de quienes quieren llegar o mantenerse en el Congreso empiezan a moverse y por redes sociales y grupos de WhatsApp las maquinarias afinan detalles para lo que serán las reuniones de los candidatos primíparos o repitentes con sus comunidades.
En algunas instituciones del Estado, fortines burocráticos de los congresistas de la región, los enlaces y coordinadores de los empleados que han llegado a estos lugares gracias a la venia de un senador o un representante a la Cámara, ya empezaron a mandar mensajes motivadores, exhortándolos a no olvidar que, si quieren mantenerse allí, deben comprometerse a fondo con lo que se avecina, es decir, con las campañas.
Sin embargo, antes de que el frenesí electoral se apodere de la vida cucuteña, sería muy importante que los congresistas de la región rindieran cuentas ante sus electores y, en un ejercicio de transparencia con sus votantes, les dijeran qué hicieron por mejorar sus condiciones de vida.
Qué bueno sería que los senadores Milla Romero, Édgar Díaz, Andrés Cristo, Juan Carlos García y los representantes a la Cámara Ciro Rodríguez, Alejandro Carlos Chacón, Jairo Cristo, Wilmer Guerrero y Juan Pablo Celis, rindieran cuentas públicas sobre lo que fue su papel estos 4 años en el Congreso.
Muchas veces se suele juzgar con severidad las actuaciones de los alcaldes porque no logran satisfacer todas las necesidades de los habitantes de los municipios que presiden, pero quienes así actúan, olvidan que los presupuestos de las Alcaldías son muy limitados y que casi el 75% de lo que pueden ejecutar cada año procede de las partidas que el Gobierno nacional les asigna para temas tan importantes como la salud y la educación. Todo lo demás, que es imposible de ser satisfecha con los recursos propios, debe ser gestionado ante el mismo Gobierno y es allí donde el papel de los congresistas resulta fundamental.
Por eso, una pregunta válida para los senadores y representantes de la región sería: ¿qué proyectos, qué recursos, qué inversiones lograron gestionar para Norte de Santander? Estoy seguro, aventurándome con una respuesta, que no todos tendrían más de 3 proyectos que mencionar. Y si es así, ¿qué hicieron entonces estos 4 años? ¿con qué cara son capaces de presentarse nuevamente ante sus electores para decirles que voten por ellos, que esta vez sí van a hacer lo que les toca? ¿Seguirán, como Héctor Parra, el rector de la UFPS, reeligiéndose cada 4 años con la promesa de que en cada nuevo periodo sí harán lo que no hicieron en el anterior, como en el caso de Parra, lograr la acreditación de la universidad, la misma que no ha logrado en 18 años al frente de este centro de estudios?
Los congresistas suelen construir estructuras políticas tan sólidas y perfectamente aceitadas, que parecieran ser intocables. Por eso, basta con que digan que quieren ser senadores o representantes, para salir elegidos. Sin embargo, los tiempos han cambiado y la agitación política vivida este año, con un paro nacional que se prolongó por más de 3 meses y paralizó al país por varias semanas, son señales de que quizás esos reinados podrían estar llegando a su fin. Y una buena estocada final para algunos de ellos, podría llegar con una simple pregunta: señor congresista, ¿qué hizo usted por Norte de Santander estos 4 años? De su respuesta dependerán sus votos.
