Silvano Serrano, gobernador de Norte de Santander, pudo haber hecho la fácil. La misma que han hecho las autoridades en otros lugares del país en el marco de las protestas que hoy completan 24 días: dejar en manos de la Policía, el Ejército y el cada vez más cuestionado ESMAD, el desbloqueo de las vías del departamento.
Pero no. Él no es así. A Silvano le gusta hablar. Convencido de que el diálogo es capaz de resolverlo todo, decidió ir personalmente hasta los puntos donde estaban los bloqueos en la vía a Puerto Santander y escuchar a los arroceros que allí protestaban por los bajos precios de este producto y los elevados costos de los insumos que se necesitan para cosecharlo.
En un par de horas, y acompañado de Jairo Yáñez, alcalde de Cúcuta, Silvano logró no solo que se reabriera el paso por esta importante vía, sino que se comprometió con los arroceros a traerles al ministro de Agricultura para que le expusieran a él personalmente todas sus necesidades. Y cumplió.
El lunes 10 de mayo, en la Gobernación de Norte de Santander, Silvano sentó al ministro Enrique Zea Navarro frente a los arroceros y medió en el diálogo que dejó como resultado un apoyo económico para los cultivadores que será fijado en los próximos días por el Ministerio de Agricultura y cobijará a todos los que hayan cortado a partir del día de la reunión y hasta una fecha por definir. El monto del auxilio oscilará entre los 1.500 y 2.000 pesos por arroba. Sin duda, un alivio para los arroceros.
Pero este no era el único bloqueo. En la vía a Ocaña y Tibú, campesinos del Catatumbo protestaban por, entre otras razones, la inminente aspersión con glifosato de los cultivos de coca y el olvido estatal al que han estado sometidos por años. ¿Qué hizo Silvano? Los invitó a hablar. ¿Dónde? En la Gobernación. Y hasta allí llegaron los voceros de la movilización campesina, quienes encontraron que junto a Silvano estaba Emilio Archila, consejero Presidencial para la Estabilización y Consolidación.
Al final del encuentro, el mensaje de Archila fue claro: “Estamos pendientes y muy complacidos de que hayamos acordado tener una metodología dinámica de conversación, diálogo y negociación que se adelantará el viernes (hoy) con la presencia de los siete grupos de interés en la mesa instalada, y agradecido de que se haya adquirido el compromiso de evaluar el levantamiento de los bloqueos para beneficio de las comunidades y de la actividad económica”. Otro triunfo de Silvano.
Y así es siempre. Quienes lo conocen de cerca reconocen que rara vez lo ven molesto y que antes que una discusión, prefiere una conversación sincera donde las partes expongan sus puntos de vista para poder hallar convergencias que permitan una solución o un entendimiento a pesar de las diferencias.
Por eso, desde que asumió la Gobernación de Norte de Santander, rara vez se le ha visto envuelto en alguna controversia o ha sido objeto de escándalo alguno. Con su capacidad para conciliar, Silvano ha logrado encausar a todas las fuerzas políticas de la región en un proyecto común. De lejos, Silvano ha entendido que su administración tiene que caracterizarse por recoger las posturas y los aportes de todos. De lejos, Silvano ha entendido que, si bien hace parte de una estructura política que lo llevó al poder, debe marcar distancia de la misma e implementar un estilo propio de gobierno. De lejos, Silvano ha entendido que el poder que le fue conferido en las urnas, debe ser para el beneficio de los habitantes de los 40 municipios en los que arrasó el 27 de octubre de 2019. No en vano, escogió como lema de su mandato ‘Más oportunidades para todos’.
Desde esta tribuna, desde la que hemos aplaudido las buenas gestiones y hemos dado garrote a las que aún les falta, celebramos que, en la Gobernación de Norte de Santander, Silvano Serrano haya logrado imponer un espíritu de diálogo por encima de la confrontación que tanto caracteriza a la región. Mientras esto siga siendo así, cuente con un General más, señor gobernador.
