En Cúcuta, no existe una familia en la que no haya una historia relacionada con Venezuela. Bien sea porque se tienen familiares venezolanos, en algún momento se fue a comprar mercancía a sus inmensos centros comerciales, se viajó a sus hermosas playas de vacaciones o se vivió en el vecino país. Venezuela, para los cucuteños, no es otro país, es una extensión de su territorio en el que la frontera solo es percibida cuando se cierra, como sucede actualmente.
Desde el 19 de agosto de 2015, cuando Nicolás Maduro ordenó el cierre de la frontera con Colombia, miles de venezolanos han huido de su país en busca de un mejor porvenir en nuestras tierras o en otros países de Suramérica. A diario, son comunes las escenas de cientos de venezolanos caminando por nuestras calles en busca de la vía que los lleve a Bucaramanga, Bogotá, Medellín, Cali o Perú, Ecuador, Chile, Argentina.
Todos cargan consigo un poco de ropa, algo de agua y miles de sueños por cumplir. Para muchos, ellos no son más que un estorbo, una ‘plaga’, una ‘carga’. Por eso, expresiones como que los venezolanos son los responsables de los homicidios, los robos y la inseguridad generalizada que azota a Cúcuta, se han vuelto comunes y cada vez más se repiten con insistencia.
Los cucuteños, que en el pasado vivieron de Venezuela, hoy parecen haber olvidado que, así como aquellos de los que hoy reniegan, ellos también se beneficiaron de un país que vivió épocas doradas de bonanza económica, aunque estas solo sean un triste recuerdo.
Esta semana, cuando el presidente Iván Duque anunció la puesta en marcha del Estatuto de Protección Temporal para Migrantes (EPTM), una luz de esperanza se abrió para los más de un millón de venezolanos que actualmente viven en el país, muchos de los cuales lo hacen en condición de irregulares, es decir, sin la documentación requerida para poder estar de manera legal y acceder a los beneficios que podría ofrecerles el Estado.
El EPTM anunciado por Duque busca la regularización de esta población en el país, poder registrar la información de los que aquí viven y facilitarles el tránsito del Régimen de Protección Temporal al Régimen Migratorio Ordinario. Todos los venezolanos que hayan ingresado al país antes del 31 de diciembre de 2020 (independientemente de por dónde lo haya hecho) o lleguen a Colombia en los próximos dos años a través de un puesto de control migratorio, podrán acceder a este beneficio que, entre otras cosas, les garantiza:
- Ejercer durante los próximos 10 años cualquier actividad u ocupación legal en el país, incluidas aquellas que se desarrollen en virtud de una vinculación o de contrato laboral, sin perjuicio del cumplimiento de los requisitos establecidos en el ordenamiento jurídico colombiano para el ejercicio de las actividades reguladas.
- Le permitirá al extranjero acreditar su permanencia en Colombia para los efectos de la acumulación del tiempo requerido para aplicar a una Visa Tipo R. Este beneficio también aplica a aquellos que sean titulares de PEP vigente a la fecha de entrada en vigencia.
Y contrario a lo que muchos salieron a decir tras el anuncio de Duque, este EPTM no les concede derecho a voto a los venezolanos que se beneficien con él. Muy buena acción del Gobierno nacional con una población que huye de su país no porque quiera, sino porque las condiciones que en el pasado beneficiaron a millones de colombianos, hoy solo son recuerdos que habitan en viejas fotos de un pasado que sí fue mejor.
