Los jóvenes en la política, una aventura motivadora en Cúcuta

Pensar que un joven de tan solo 22 años pueda abrir espacios políticos sin clientelismo en la ciudad de Cúcuta, es muy difícil, pero no imposible.

A propósito de los Consejos Municipales de Juventud, de este espacio político creado en principio por la ley 1622 del 2013, ley por medio de la cual se crea el Estatuto del Ciudadano Joven;  después, regulado en la ley 1885 del 2018, en el que en uno de sus artículos se menciona ‘¿Quién es joven?’ y agrega que es toda persona entre 14 y 28 años cumplidos en proceso de consolidación de su autonomía intelectual, física, moral, económica, social y cultural que hace parte de una comunidad política y en ese sentido ejerce su ciudadanía.

Estas consejerías municipales se comprometen a crear, diseñar, revisar, regular, e indagar las políticas públicas de la juventud ante la administración, entidades públicas del orden nacional,  territorial y ante las organizaciones privadas, en los temas concernientes a la juventud.

El problema en principio es, ¿por qué después de tanto tiempo se realizan por primera vez estas elecciones en nuestro país? La respuesta es aún más confusa. Lo decía el registrador nacional en una entrevista de radio y en varias instalaciones de los consejos de juventud: “Han pasado dos registradores nacionales y no han realizado estas elecciones”, estas situaciones demuestran que la juventud, en principio, ha sido olvidada en su participación política, y producto de ello, genera que el desarrollo correcto de nuestra ciudad, nuestro departamento, y nuestra nación, se quede en un “stand-by”.

Hoy, en el 2021, una de las soluciones del paro nacional (hecho de indignación, producto de una Reforma Tributaria, una Reforma a la Salud y la falta de legitimación política de nuestros representantes, en los que la mayoría de los protestantes fueron personas menores de 26 años) fueron los consejos de juventud, en las localidades, en los municipios, en los departamentos, y en la nación, donde su estructura en municipios de mayores habitantes como San José de Cúcuta, es de 17 consejeros elegidos por voto popular, que se elegirán en tres grupos diferentes, 5 consejeros de partidos o movimientos políticos con Personería Jurídica, 5 consejeros de Organizaciones Sociales, y 7 consejeros por lista de jóvenes independientes. Cabe resaltar que la cuota de género es muy importante porque para la elección de los Consejos Municipales y Locales de Juventud deberán conformarse de forma alterna entre los géneros de tal manera que dos candidatos del mismo género no queden en orden consecutivo en una lista.

Entendiendo lo anterior, sería una elección similar en su estructura a la de un concejo municipal, pero en el fondo es muy diferente, pues los consejeros jóvenes municipales, no recibirán honorarios, y no podrán tratar temas diferentes al de las políticas públicas de los jóvenes, aquí son electos los jóvenes con vocación de servir, de amor y de esperanza, donde habrá una política sin clientelismo y sin corrupción, nuestra única arma será nuestro plan de trabajo, nuestra oratoria y nuestro cariño por un futuro mejor.

Lo difícil de esta elección es que los jóvenes no creen en una esperanza, no les gusta la política, no conocen de ella, y los jóvenes de 14 años, en algunas ocasiones no comprenden su capacidad de mandato en la ciudad, pero lo más difícil es buscar los jóvenes líderes que nos acompañen solo por esa esperanza de un futuro mejor, y el sentir de una mejor ciudad.

Como lo mencionaba, es difícil pero no imposible, hay gente que cree en Cúcuta, que cree en un mejor Norte, en una mejor Colombia, esa gente es la que logrará una Cúcuta más hermosa, un Norte con paz, y una Colombia educada.

Por todo lo anterior, apoyemos a los jóvenes líderes, a los candidatos, y la única solicitud para con ellos, sea su plan de trabajo y sus objetivos en el desarrollo de su consejería, creamos en los jóvenes, pues en ellos está la esperanza de un mejor mañana.
