Ayer vino el presidente Iván Duque a la ciudad y, además de entregar unas motos a la Policía y demoler una ‘olla’ a través de su ministro de Defensa, la sensación que quedó entre los ciudadanos es que la visita no se tradujo en inversiones concretas para la región que permitan reactivar la economía y aliviar, en algo, la grave crisis que afrontan los cucuteños por culpa de la pandemia y el cierre de la frontera que ya ajusta un año (aunque el gobierno de Nicolás Maduro la cerró desde el 19 de agosto de 2015).
Y esto último, quizás, era lo que más expectativas había generado entre los ciudadanos, que aguardaban la esperanza de que el presidente anunciara la reapertura de la frontera, al menos, para el paso peatonal. Desde que inició la pandemia, hace más de un año, el gobierno de Iván Duque decidió cerrar la frontera con Venezuela para evitar que los contagios se incrementaran por las personas que a diario venían del vecino país.
Y fue ese cierre súbito de la frontera, el que terminó por agravar aún más la crisis que ya se vivía en la región por culpa del desempleo y una informalidad que supera el 70%. Con el cierre del paso peatonal entre los dos países, las más de 40 mil personas que a diario cruzaban los puentes internacionales en busca de productos en la ciudad, dinamizando en algo la economía de la frontera, dejaron de llegar a los negocios y con la pandemia disparada, fueron cientos los comerciantes que se vieron obligados a cerrar sus negocios y engrosar la enorme lista de desempleados que a mediados del año pasado se disparó a más de 90 mil personas, logrando récords históricos de desempleo con más del 30%.
Hoy, cuando la vacunación ha empezado a avanzar y la pandemia parece estar siendo benévola con la región, la posibilidad de que se reabra el paso peatonal entre los dos países vuelve a ponerse sobre la mesa, bajo el entendido de que esta reapertura podría oxigenar la economía local, máxime cuando el contrabando de productos de primera necesidad se ha incrementado por las trochas, dejando las ganancias concentradas en unas pocas manos y castigando duramente a los comerciantes que albergan la esperanza de que, aún en las más profundas diferencias políticas que separan a los dos países, un intercambio comercial sea posible por el bien de los ciudadanos de las dos fronteras.
El alcalde Jairo Yáñez, el gobernador Silvano Serrano y representantes de algunos de los gremios más importantes de la región, le entregaron una carta al presidente Duque en la que le manifestaron su interés de que el paso peatonal entre los dos países se reanude.
Que el presidente acepte la petición, parece especialmente difícil, máxime cuando el gobierno nacional no reconoce a Nicolás Maduro como presidente de Venezuela, sino a Juan Guaidó, quien, para efectos reales, poco o nada puede hacer para decidir algo tan importante para los dos países.
Por eso, que una posible reapertura se negocie directamente entre las autoridades locales de los municipios fronterizos de ambos países, no suena tan descabellado y parece ser la opción más sensata por el momento.
Por ahora, el anuncio más importante que se esperaba que hiciera el presidente a su visita a la ciudad, quedó en veremos y lo peor, sin un horizonte claro de cuándo pudiera hacerse. Mejor dicho, otra visita más que no deja nada. O bueno, sí, un par de fotos para las redes sociales de los funcionarios que acompañaron la enorme comitiva del presidente. Nada más.
